I built my own five-bedroom rooming house in Kallangur, in the City of Moreton Bay. We settled on the site in November 2025 and the build was completed in September 2026. So when investors ask me whether Moreton Bay works for rooming houses, I can answer from the paperwork, the invoices and the council correspondence, not just the planning scheme.
The biggest mistake I see is investors assuming Brisbane City Council's rules apply north of the Pine River. They don't. Moreton Bay has its own planning scheme, its own definitions and its own approach to where rooming accommodation belongs. This guide walks through what matters before you buy a site.
Why Investors Are Looking at Moreton Bay
Moreton Bay sits in a sweet spot for the rooming house strategy. Land is still cheaper than comparable middle-ring Brisbane suburbs (my Kallangur site cost $472,500), yet many suburbs have direct rail access into the CBD via the Redcliffe Peninsula line and the Caboolture line.
Tenant demand comes from the same groups that fill rooming houses across South East Queensland: key workers, shift workers, students and employed singles who want a private room without paying for a whole house. Major demand drivers in the region include:
• UniSC Moreton Bay campus at Petrie, a short trip from Kallangur, Murrumba Downs and Lawnton
• Redcliffe Hospital and Caboolture Hospital, both large employers of shift workers
• Rail stations along the Redcliffe Peninsula and Caboolture lines
• Industrial and employment areas around Brendale, North Lakes, Narangba and Burpengary
What Counts as Rooming Accommodation in Moreton Bay
The MBRC Planning Scheme defines rooming accommodation as premises used to house more than one household, where each resident has a right to occupy one or more rooms, does not have a right to occupy the whole premises and may share communal facilities or space with other residents. Common examples include boarding houses and off-site student accommodation.
That definition is close to Brisbane's, but how the use is treated in each zone is very different. In Brisbane, City Plan gives a clear accepted development pathway for up to five occupants in certain residential zones if the Rooming accommodation code is met. Moreton Bay doesn't mirror that, so never assume a Brisbane approval pathway carries over.
Where Rooming Accommodation Fits in the Planning Scheme
Most rooming house sites in Moreton Bay sit in the General residential zone, which is split into precincts. Council's own information sheet lists rooming accommodation as intended development in two key precincts, both with a location condition attached:
• Suburban neighbourhood precinct: rooming accommodation is listed only where the site is within 800 metres walking distance of a higher order or district centre.
• Next generation neighbourhood precinct: rooming accommodation is listed where the site is within 800 metres walking distance of a centre or train station as shown on council's walking distance overlay maps, and meets the building height requirement for residential uses.
In practice, this means location relative to centres and train stations matters as much as the block itself. Two sites on the same street can have very different approval prospects depending on the walking distance measured on council's overlay maps.
Overlays and buffers can rule a site out
The scheme also excludes rooming accommodation from accepted development inside certain separation areas and buffers, including wastewater treatment plant, landfill and gas pipeline buffers. Flood, environmental and other overlays can also lift the level of assessment. Always check the overlay maps for a specific lot before you sign anything.
The Residential uses code
Rooming accommodation in Moreton Bay is assessed against the Residential uses code. This covers design matters such as setbacks, communal facilities and communal open space for residents. Your designer and builder need to work to this code from the first sketch, not retrofit it after the plans are drawn.

Accepted, Code or Impact Assessable?
Like every Queensland council, Moreton Bay sorts development into categories:
• Accepted development: no planning approval needed if all the requirements are met. Building approval is still required.
• Code assessable: a development application is needed, assessed against the published codes. No public notification.
• Impact assessable: a development application with public notification, where neighbours can make submissions and the process takes longer.
Which category applies depends on the zone, precinct, overlays and how the design performs against the code. My advice: get a town planner's opinion or book a pre-lodgement meeting with council before you go unconditional on a site. A few hundred dollars of advice up front can save months of delay or a site that never stacks up.
What It Really Costs: Numbers From My Kallangur Build
Here are the headline figures from my own project. My site was part of a subdivision done with a colleague, so some costs were shared. These are my share.
Cost item | Amount |
Site purchase | $472,500 |
Stamp duty | $14,963 |
Demolition and site clearing | $18,961 |
Subdivision costs (incl. water, sewer and infrastructure charges) | $100,340 |
Build (incl. solar variation) | $570,000 |
Total project cost (incl. holding and finance costs) | approx. $1.2 million |
The line most investors underestimate is infrastructure charges. On my project, council and Unity Water infrastructure charges came to around $64,000. In Moreton Bay, water and sewer are handled by Unity Water rather than council, so you deal with two authorities, two sets of approvals and two sets of charges.

State Rules That Apply Everywhere in Queensland
Council planning is only one layer. These state rules apply whether you build in Moreton Bay, Brisbane, Logan or Ipswich:
• Building classification: most small rooming houses are Class 1b buildings under the National Construction Code, which allows up to 12 residents and a floor area up to 300m². The council's planning limits and the building code limits are different numbers, and both must be met.
• Tenancy law: residents are generally covered by rooming accommodation agreements under the Residential Tenancies and Rooming Accommodation Act 2008, which has its own rules for house rules, entry and notices.
• Registration: depending on the number of residents and the service provided, you may need to register under the Residential Services (Accreditation) Act 2002.
• Fire safety: Class 1b buildings carry additional fire safety requirements, including interconnected smoke alarms.
If you're funding the build with a loan, these compliance items also matter to your lender. See our guide on getting a loan for a rooming house build.
Council's Student Accommodation Incentive
One opportunity many investors miss: in November 2025, council adopted a policy to attract affordable student accommodation. It offers relief on development application fees and infrastructure charges for rooming accommodation used specifically and only for student accommodation, where the development approval takes effect between 1 July 2023 and 30 June 2028.
If you're looking at sites near the UniSC campus at Petrie, this is worth investigating. Check the eligibility criteria carefully, because the incentive only applies if the property is used solely for students.
Moreton Bay Rooming House FAQs
Can I build a rooming house anywhere in Moreton Bay?
No. Rooming accommodation is generally supported in specific zones and precincts, often only within walking distance of a centre or train station. Overlays and buffers can also rule out or complicate a site.
Is a five-room rooming house automatically accepted development in Moreton Bay?
No. That pathway is a Brisbane City Council rule. Moreton Bay applies its own planning scheme, so the category of development depends on the zone, precinct, overlays and design.
Who handles water and sewer for a Moreton Bay rooming house?
Unity Water, not council. You will need Unity Water connection approvals and should budget for their infrastructure charges separately to council charges.
How long does a Moreton Bay rooming house take to build?
On my Kallangur project, we settled in November 2025, demolished in December, poured the slab in February 2026 and completed in September 2026. Approval timeframes vary by site.
Our View
Moreton Bay can be one of the strongest rooming house markets in South East Queensland, but only if you pick the right site. Walking distance to centres and stations, overlays and infrastructure charges decide whether a project works long before the build starts.
I'd like to see council make well-designed rooming houses easier to deliver, because the region needs affordable rental options for workers. Until then, the investors who do well here are the ones who do their homework before they buy, not after.
