Moreton Bay or Brisbane? Choosing Where to Invest for Cash Flow

Weighing up Moreton Bay against Brisbane for a rooming house or dual occupancy? How planning rules, land value, finance and risk compare between the two.

Investors looking for cash flow in South East Queensland often end up comparing two neighbours: Brisbane and Moreton Bay. Moreton Bay offers lower entry prices and strong population growth. Brisbane offers higher land values and, for some property types, clearer planning pathways.

Both can work. The right choice depends on what you’re building, the rules that apply to it and how the finance stacks up. This guide is written by Yield Street Property Buyers, a Brisbane buyers agency specialising in rooming houses and high yield property. Our founder, Lauren Jones, is a licensed buyers agent and Qualified Property Investment Adviser (QPIA) who owns a rooming house of her own.

Why investors look at Moreton Bay

•  Lower entry prices for land and established homes in many suburbs.

•  Population growth. City of Moreton Bay forecasts growth from about 480,000 people to around 690,000 by 2041. The council’s Regional Growth Management Strategy sets out the detail.

•  Rental demand from workers, students and families priced out of Brisbane.

•  Rail and road links to Brisbane, including the Redcliffe Peninsula line.

Why planning rules matter more than price

For a standard house, the main question is the property itself. For a rooming house or dual occupancy, the council’s rules decide whether you can build it, how and at what cost.

Queensland’s streamlined pathway for small rooming accommodation, which lets up to five residents proceed without council planning approval in lower density residential zones where requirements are met, is due to expire on 2 December 2026. After that, each council’s planning scheme decides. The Queensland Government explains the change.

That means the rules in Brisbane and Moreton Bay can differ for the same building on similar land. Brisbane City Council has its own rooming accommodation code and, since September 2026, supports dual occupancies on 400m² lots in the Low-medium density residential zone where design criteria are met. Before buying in either area, confirm the approval pathway for that exact lot.

Land value and long-term growth

High yield property earns its income from the building, but long-term growth comes from the land. Established Brisbane suburbs close to rail and jobs tend to have higher land values and less competing new supply. Parts of Moreton Bay offer more land for the money, but areas with large new estates can see more competition from similar properties. Location within either council matters more than the council itself.

Risk checks in both areas

•  Flooding. Both areas flooded in 2022. Check flood overlays and history on every site.

•  Coastal exposure. Bayside and island suburbs can face erosion, storm tide and higher insurance.

•  Supply. Look at how many similar rental properties are already competing for the same tenants.

•  Exit. Think about who will buy the property from you and whether the area supports that buyer.

Get the finance right before you choose

Specialist property such as rooming houses and dual occupancies has fewer lenders, different valuation approaches and often a larger deposit than a standard home. Some lenders also treat locations and property types differently. Working out how much you can borrow is a useful start, but a conversation with a local mortgage broker who knows the north Brisbane market will tell you which lenders will actually fund your project.

Frequently asked questions

Can I build a rooming house in Moreton Bay?

It depends on the site, the zone and the rules that apply when you lodge. After 2 December 2026, the council’s planning scheme generally decides, so confirm the pathway for the exact lot.

Is Moreton Bay cheaper than Brisbane for investors?

Entry prices are often lower, but compare the full cost of the project, the rent and the land value, not just the purchase price.

Is a rooming house yield higher in Moreton Bay?

Lower land costs can lift the yield on paper, but rents, vacancy and resale value vary by location. A well-located, purpose-built rooming house can produce a gross yield of 8% and above in either area.

Do I need a specialist lender for a rooming house?

Often, yes. Fewer lenders fund rooming houses and terms vary, so use a broker with experience in this property type.

Our View

Moreton Bay and Brisbane both have a place in a cash flow strategy. We focus on established, well-located land in the Brisbane local government area because we know its approval pathways in detail and the land underpins long-term growth. Wherever you buy, confirm the planning rules and the finance for that exact site before you commit.
